Autonomy levels are the rungs that show how much a tool can do before a person steps in. At the bottom, it only suggests. Next, it drafts an action and waits for approval. Then it can act first and report back after. At the top, it runs unattended.
A simple example: a support agent tool may write a refund reply for you, then wait for a click. That’s suggest or act-with-approval.
