Action Capability is whether a tool can take a real step in the world, not just draft the step. A chatbot can tell you how to send an email. An agent with action capability can send it, edit the draft, run a script, create a file, or make an API call. That gap is the line between advice and action.
When you evaluate a tool, look for the actual execution path. Is there a logged action history, a permission model, and a clear list of supported actions? If all you see is text output with no way to trigger code, file edits, or external calls, it’s a suggestion engine with a nicer interface.
